I need blood, bone, bullet, body hit sounds.
How can I create these sounds? What types of sounds should I record? Would layering them be effective?
Or is there a free, publicly available package where I can find these?

I suggest you record these yourself as a first step, as you will learn through trying and you will be far more likely to come up with original sounds & design. And yes you will be layering sounds to build interesting composite designs, same as pretty much every sound effect it is very very rare that one sound suffices. Layers allow more complex sounds to be built, with multiple sync points if working to picture.

I've discovered some amazing free sound libraries that offer plenty of options for creating tension and suspense without being explicitly violent. Check out Freesound.org, 99Sounds, and ZapSplat for a wide range of textures, drones, and atmospheric sounds.
